The goal of Ovidiu Rom's national initiative, Fiecare Copil in Scoala (Every Child in School) is to contribute to the eradication of illiteracy and primary school abandonment in Romania – and to provide at-risk children with an adequate skill-set to move on to high school and succeed there too.

Over the past nine years we have developed a methodology that successfully gets impoverished children into school and helps them to achieve and stay in school. This multi-pronged approach has four key element:


1. Applying legislation


2. Educational measures


3. Family support


4. Public Awareness


Many Roma children never matriculate beyond primary school. A large number of children of all ethnic backgrounds living in rural areas do not get beyond the eighth grade. This has far-reaching economic and social consequences for Romania. In areas where virtually everyone is impoverished, people’s options are severely limited, social supports are lacking, and the frequency of joblessness, domestic violence, substance abuse, child neglect, illiteracy, and wasted lives is high.

In a civil society, it is the larger community’s obligation to ensure that all its children get nurturing, education, health care – and the opportunity to reach their full potential as adults. These guarantees are largely missing in many communities in Romania and one of the most severe effects of poverty is school abandonment. This translates into multigenerational poverty.
